“The police’s reluctance to intervene in cases of domestic violence is long-standing and well-known. In an effort to counter this neglect, the 1998 Domestic Violence Act (DVA) imposed a range of legal obligations upon the police.

The process of securing access to film inside the prison took years of negotiation with the South African government and then involved a separate permission process with the prison gangs once inside the prison.
