Is it realistic to expect the SAPS to reduce rape-statistics?

Every year there is an outcry when the police crime statistics are released to show an increase in the number of reported rapes. To many, this increase is a sign that the police are failing miserably in their policing duties. But can the police actually prevent rape?

The Sexual Offences Indaba 2011: A Response from the Rape Crisis Cape Town Trust

In spite of the fact that the Thuthuzela Care Centre (TCC) model has been cited as a best practise model and received both international acclaim and serious financial backing from foreign governments there are fears that this specialised service to rape survivors as well as the specialised sexual offences courts may not be sustained.

The Sexual Offences Indaba 2011: What Is the Department of Justice Working On?

The Sexual Offences Indaba has been held annually for the past four years as a way of improving the implementation of the sexual offences laws and the services offered by Thuthuzela Care Centres. The Thuthuzela Care Centre model has been cited as a best practice model by the United Nations and has been introduced in other countries. These projects have been supported and made possible with funding from USAID, UNICEF and the Danish Government.

Thuthuzela Care Centres are an all-inclusive service for rape victims, located in public hospitals. The aim of TCCs is to provide:

Report from a Workshop on Rape and the SAPS

On 16 May 2011 the President assented to the Independent Police Investigative Directorate (IPID) Act. Once the Act starts being implemented it will transform the Independent Complaints Directorate (ICD) into the IPID. It will be compulsory for the SAPS to report all rapes by police officers and all rapes occurring in police cells to the IPID. The IPID must investigate these reports.
