The National Working Group on Sexual Offences (NWGSO) formed in 2004 to give input to the Sexual Offences Bill that the South African government was drafting.
The Bill became law in late 2007 and the NWGSO began to focus on how the law would be carried out. The Shukumisa Campaign was created in 2008 to ensure that these laws are put into effect
